Sustainable Finance
Introduction
Sustainable finance is the process of integrating Environmental, Social and Governance (ESG) considerations in investment decisions, alongside traditional financial analysis. It includes impact finance, where investments are made with the intention to generate positive, measurable social and environmental impact alongside a financial return.
The Ministry of Finance plays a specific role in supporting sustainable finance initiatives, notably by negotiating and implementing dedicated EU legislation, setting national policies, supporting the development of national initiatives, and taking part in international efforts that drive the acceleration and mainstreaming of sustainable finance.

Luxembourg Sustainable Finance Initiative (LSFI)
The Luxembourg Sustainable Finance Initiative is a not-for-profit public-private partnership that coordinates sustainable finance efforts in Luxembourg. The LSFI supports the financial sector to accelerate the financing of the transition and measures progress in this space.

Accelerating Impact
Accelerating Impact
A collaborative initiative aimed at strengthening Luxembourg's impact finance ecosystem by fostering dialogue, knowledge sharing, and cooperation between public and private stakeholders. Through its programmes ICFA and ISFA, the initiative supports the development and scaling of impact-driven finance solutions contributing to sustainable and inclusive development.
The Ministry of Finance is a co-founder of the initiative.
- International Climate Finance Accelerator (ICFA)
An accelerator for first- or second-time impact fund managers focusing on climate impact investment strategies. The programme provides technical and financial support to help emerging managers launch and scale innovative climate finance initiatives.

- International Social Finance Accelerator (ISFA)
An accelerator for first- or second-time impact fund managers focusing on social impact investment strategies. The programme provides technical and financial support to help emerging managers launch and scale innovative social finance initiatives.

A Luxembourg blended finance investment vehicle focusing on different impact strategies while strengthening the sustainable finance ecosystem and contributing to the transition to sustainable and resilient economies.

- First sub-fund: The Green Earth Impact Fund (GEIF) focuses on driving and channelling sustainable and impact investments in climate mitigation, climate adaptation, and the protection of water and biodiversity in emerging markets.

An executing agency of Luxembourg's development cooperation, which mainly focuses on poverty eradication and sustainable development in its environmental, social, and economic aspects.

Luxembourg-EIB Climate Finance Platform (LCFP)
A platform that invests in both junior and senior tranches to help de-risk funds, notably through first-loss investment, focusing on climate change adaptation and mitigation.

A blended finance fund which invests in forestry companies, community forestry entities and owners of smaller forests, who focus on the management of secondary and degraded forests.

Uni.lu Sustainable Finance Project
A research programme composed of a Master's track and a certificate in Sustainable Finance as well as research projects related to sustainable finance.

A committee responsible for verifying that the proceeds of Luxembourg’s Green, Social and/or Sustainability Bond(s) meet the criteria of the Sustainability Bond Framework, and for composing the Bond Reports.

Gender Finance Task Force (GFTF)
Gender Finance Task Force (GFTF)
A national taskforce mandated to identify goals and opportunities in gender finance and pursue their implementation. By gender finance, the GFTF understands both "finance for women" and “women in finance”.
The Ministry of Finance is the founder and Chair of the GFTF.

A charter launched by financial industry associations, under the patronage of the Ministry of Finance, whereby signatory companies commit to set voluntary targets to increase female participation in management and report on progress.

A programme established by the LHoFT and dedicated to harnessing the transformative potential of fintech to drive innovation, enhance transparency, and optimise the allocation of capital towards sustainable initiatives.

EU Sustainable Finance
The European Union is at the forefront of efforts to build a financial system supporting sustainable growth and has already laid down the foundations for the transition towards a sustainable and carbon-neutral economy by 2050. The Ministry of Finance is involved in the negotiation of EU laws, their implementation at national level, as well as the implementation and development of sustainable finance at the EU level, taking part in several working groups.

A field-building organisation for investors, capital providers, and intermediaries working in public and private markets to unlock gender-smart capital at scale. The Ministry of Finance supports programmes such as the 2X Challenge, 2X Certification and 2X.

A treaty-based international, inter-governmental organization dedicated to supporting and promoting strong, inclusive and sustainable economic growth in developing countries and emerging economies. The Global Trust Fund (GTF) aims to accelerate the adoption of sustainable financial instruments, like thematic bonds, in developing countries.
